8320 vs 8350. Is the 8350 binned higher thus allowing for more overclocking headroom?

Will the 8350 overclock better than the 8320? From the research I have done it shows that they overclock about the same sometimes better on the 8350. I would like to overclock to about 4.8-4.9 ghz but I dont want to just be wasting money if they overclock the same. At the moment the 8320 is only $135 and the 8350 is $190. I missed the deal for the 8350 for $160 or I wouldn't be asking this question.
 
Solution
With the right board , a decent chip , and above average cooling you should be able to reach it on both chips.

Getting a decent CPU is the key , but that can't be predicted.

Well the board I'm getting is either the Asus sabertooth 990 fx r 2.0 or the Asus rog crosshair v formula z. What cooling would you suggest? Kraken x60 or h100i... I don't think I'm ready for a custom loop yet.

Ok thanks. And one last thing, is the extra money for the rog worth it in your humble opinion. I'm kind of trying to stick with a color scheme of black and red for the nzxt h440 lol
