HDMI screen borders?

I have a 23in monitor. I have a computer that is connected to this monitor via hdmi calbes, I have black barriers around my screensedges thatare a little over an inch thick. The only way to make it so I dont have the edges, is setting it to 1600 by 900. I currently am running 1080. Any way to fix this without reducing my resolution?
 
Solution
You should be able to find an "HDMI Overscan" option in your graphics settings, it will be in the Intel/AMD/nVidia graphics settings not in the windows graphics settings, this should allow you to fix the underscan that is occurring and get the image to fill the screen properly.

I got it. It was in catalyst control center. Thanks so much for her health.
