Ok so I recently built my first PC and here are the specs:

FX 6300 CPU
HD 7950 GPU
8 Gb of RAM
Asrock 970 Extreme3 R2.0 Motherboard
750 watts PSU

I can run Battlefield 4 on Ultra around 55-60 FPS, but Minecraft is very laggy, I get around 40 FPS.
I scattered the internet for days but can't find any solutions. I tried changing all my settings, applying more ram to Java, Toying with CCC options but nothing seems to work.
It also says there little to no GPU usage when Minecraft is in fullscreen.

Solution
Not your CPU, or probably not even Java for that matter. Minecraft is probably not seeing that you have a GPU since I assume your on 14.x drivers for AMD cause of Mantle. just place the 2 files (atio6axx.dll and atioglxx.dll) found here https://mega.co.nz/#!uI80RTxZ!ohJc___37iHNzq-ygSsW7yCnP_HHHvW6vl8XwZLdWU4 into the following folder depending on your system no need to edit your system core files. it worked for me

Windows 64x C:\Program Files\Java\jre7\bin
Windows 86x C:\Program Files (x86)\Java\jre7\bin
