Xbox 360 Controller and Windows 8.1 -- Flashing Lights

I have a wireless Xbox 360 controller and using Windows 8.1 Enterprise (64-bit). The controller is wireless, but there's also an attached cable that connects directly from the controller to a USB port. I'm not sure if this cable is actually just a charger, of it should charge and also allow me to play as if it's a wired controller.

Would someone be able to confirm this for me?

Also, in the device manager, it actually shows up just fine -- it shows up as Xbox 360 Wireless Controller via Play & Charge Kit. I'm kind of doubting that it's a driver issue.

Any help would be greatly appreciated.

Solution
The cable that attaches to the computer is for charging only - it doesn't transmit data so you can't use it like a wired controller.

The flashing lights means the controller is searching for the wireless signal from the wireless adapter that you need to play with a wireless controller.
