Need permission from everyone to copy a .dll file

hello everyone,today i was trying to copy a .dll file from cd drive to hard disk,first it asked administrator permission after that it said that it requires everyone permission( i used PowerISO to create the cd drive)i tried to copy in safe mode but didn't find the cd drive.

dll files are system files. You anyhow need permission. Even if you are admin.
Copy the content to your desktop first and then copy it in the inner folder( system32 i guess).
