Motherboard PCIe not working properly?

I have a Gateway SX2110G-UW318, I stuck an AMD Radeon R7 240 GPU into it and it I get 2 quick beeps from my computer, I know the GPU isn't bad because I've tried running it in a different motherboard and it works fine. When I use CPU-Z, it says Link Width x0 and max Supported is x0, but from what I am reading, it should be PCIe 2.0 x16. I tried updating my BIOS and it still sais x0, I can put my GPU in and it turn on, but I get the 2 beeps and no boot up at all. I know my PSU has enough wattage to support the GPU, can anyone help me on how I can get it working in this machine? Also, I did try turning off onboard graphics and launching with PCIe Devices.

AMD E1-1200 APU With AMD Radeon HD 7310 Graphics
8GB DDR3 1600Mhz RAM
[Trying to put in an AMD R7 240 Sapphire Boost Edition GPU]
 
System Requirements for SAPPHIRE R7 240 1GB GDDR5 WITH BOOST:
400 Watt Power Supply is required

Gateway SX2110G-UW318 comes with a 220 watt power supply, which is not enough to start the card, yet you write, "I know my PSU has enough wattage to support the GPU".
