Will my motherboard be able to use PCIe 3.0?

I have a FM2A55M-HD+ motherboard which supports PCIe 3.0 but only if I use a FM2+ processor.
However I am using a FM2 processor, and the manual says it will only support PCIe 2.0.

Will a PCIe 3.0 graphics card work if I buy one.

Yes, a PCIe 3.0 card will work fine; it's backward compatible with PCIe 2.0. The performance difference between the two is pretty negligible with a single graphics card anyway.
