I have purchased a new GPU and when I start up my PC it says "No Signal" on the screen.

Motherboard: MSI H67MA-E35 (B3)
PSU: Cougar RS 750
CPU: Intel i7-2600

Any help would be greatly appreciated.

Instead try plugging in the monitor from the Mobo VGA/HDMI directly to your screen , if it doesnt your screen is problem.
Apart from that there are different HDMI/DVI ports on the gfx ard , try plugging into all of them (one by one).
Check if the fan is spinning when the power is given to the gfx card via the 6pin and 8pin.
Dont use 4pin to 6pin power convertors and all that stuff , keep it direct from PSU.

Report back on how it goes.

Thanks for the help, I have tried both DVI ports on the card and still no luck, but I can't try the HDMI because my monitor does not have it. The fans are spinning and I am using two 6pin connectors directly from the PSU.

Strange :(
You might want to try it in some other PC then , or else just give it for RMA , they will check it on their side instead.
You still for the last time would want to check the PCIe Slot where you plugged the card , try to put the card in the 2nd slot after PCIe 16.0x its generally an 8x slot.
Either that or just give it for RMA then.
