8gb of memory only 3.98 usable - windows 8.1 64bit operations system

The tittle is self explanatory I've tried all the known fixes to the problem and still nothing. I really do not understand what is going on.

Are you on a 64 bit operating system? If yes, then reseat RAM, one stick at a time, test it to make sure both are good. You might have some bad RAM.

Hey guys I will post my specs in a second but yes I've already gone through my ram it's all fine still same problem I'm thinking it could be a corrupt windows file causing the problem maybe a reinstall may do the trick?

Are you sure that both ram sticks are in dual channel? Not sure but this might be the cause. Check you mobo manual to see which banks go together.
