Need urgent help! Installing Windows 7

Hey everyone, so my laptop ( Sony Vaio VGN-FW ) has been having serious problems lately ( after my laptop crashing in middle of installing GTA 4 ). I decided to reinstall Windows but I have to do it on a USB since my CD/DVD disk doesn't work. I used a program called WinToFlash that is suppose to prepare your USB for boot to install windows. When it finished installing I finished preparing the USB for boot, I rebooted and went to BIOS and my options were ENABLE EXTERNAL DEVICE, ENABLE NETWORK BOOT, and then I had BOOT PRIORITY which were HARD DRIVE, OPTICAL DRIVE, and EXTERNAL DRIVE. I enabled External Boot and made the first priority external, but when I saved and rebooted I just got a blinking - dash. Is this because USB or am I missing something?

Yes. Your BIOS setting should contain something like Enable USB Booting.Try that. If not, bootmgr.exe is a file that should be present in your USB responsible for running your setup on startup. That file may be missing from the uSB. That is the most probable reason.
Try using WinToBootic. It is a more trusted flasher.

I only have two options, one is Enable which has two options to enable external boot and network boot. Under that I have the priority options which has 3 options only, Hard Drive, External Device, and Optical disk. When I use to configure my boot on other laptops usually I would have the name of the USB device.
