Windows 7 Buggy after crash?

I was installing GTA 4 when my laptop crashed, I rebooted and everything was fine until I got to where it should say Welcome screen, instead I got a black screen and my mouse only visible and I couldn't do anything. After hours of trying things nothing worked not even System Restore, finally I read a crazy post that told me to keep tapping Shift Keys until Sticky Keys appears and to click yes, oddly enough that did get me into my computer but even when I do that it takes a good 10 - 15 minutes before everything is booted up and not laggy? Can anyone please please help.

You can't do a System Restore unless Windows is working anyway.

Once you got in, did you do a System Restore?

Also try getting into Bios and doing a bios restore - back to default.

Did you use a 100% legal copy of GTA4? Shonky ones cause problems

Yes, it is a legit copy and I installed two times before and played it and it worked perfectly. When I said I can't do System Restore, I mean there is no restore points. Which is odd because last week I had at least 3 restore points. I read some posts about changing the registry or something manually? Would that work?
