Need help figuring out budget low profile, low PSU video card to play older game (TF2)

My son plays Team Fortress 2 on steam. It seems as if doesn't require a heavy duty video card (being like 5 or 6 years old) but the integrated card (256MB) we have is not cutting it. He ends up with what I call stutter, where the game at random times loops a particular video and audio for 4-5 seconds over and over, usually leading to his in game death. I would like to find a video card for him for his birthday.

What we have is a economy Emachines desktop El-1333G-03W . Its fine for what me and my wife need it for, but we want to upgrade the video card so he can play Team Fortess 2 without the stutter. We don't need something that can play Skyrim on maximum settings, just TF2.

I have done alot of reading on the subject and these are what I have figured out about my machine--

* I need a low profile video card as I have a slim case.
* I have 1 PCI-Express X16 version 1.1 slot so I believe I am limited to a card that is PCI-express 1.1 or 2.0. (verifed v1.1 by HW32)
* My PSU is attrocious at 220W but apparently is propriatary sized so can't be easily swapped out.
* The Motherboard is also propriatary sized and shaped so I can't easily swap out the case either.
* the current Video card is a •NVIDIA GeForce 6150SE 256MB
* I like Newegg, but will shop wherever
* The only gaming it will do is Team Fortress 2, otherwise just strictly youtube, word prcessing and email.

SO-- finally to the questions

1- I am looking for a video card, low profile, PCI-express 2.0 or earlier, and since money is an issue I would like to stay under $50, that can work with a low PSU (220W) that will not be worked hard at all (just to play Team Fortress 2) So preferably something older that can handle the game and my cruddy PSU but not break the bank at the same time.

2- On a related note- Our monitor has a VGA connection. Since I will have to adapt that to the new low profile video card ports, Is it better to use an adapter to go from VGA to the DVI port or to the HDMI port?
