7990 Bad performance

Hi All,

Upgraded my pc around Jan and got an i7 Haswell 4770k and 7990 MSI card.

The computer works generally without issue but I seem to be getting nowhere near the performance I should be getting out of this setup.

Ie Furmark 60 fps on 1080p res
Heaven 1600 score on extreme settings.

Most games work fairly well but nothing amazing... ie world of tanks barely stays over 40 fps maxxed... while my friends worse specced pc is sitting around 70-80 most of the time.

The final straw has came when I got Watchdogs and I am getting sub 20 fps standing around in corridors (all settings maxxed). On youtube ppl are posting vids of similar setups to mine and are getting 60-70 fps outside with everything maxxed out.

I would consider myself an advanced computer user and have tried a wide and varied range of to try and diagnose the problem but nothing is making the performance improve.

I am not overclocking and everything is on stock settings. I am also not experiencing any BSOD or instability... the computer is rock solid

Full spec as follows:

Corsair 850HX PSU
gigabyte z87x-oc
Haswell i7 4770k
MSI 7990 - 6gb
16GB DDR3 2400MHz HyperX XMP Beast Series
OCZ 240gb ssd
Creative SB Recon3d sound card
Windows 8 pro 64

The only obvious thing I have not tested is a more powerful Power supply - but surely 850 Watt should be enough?

This computer should be tearing any game to pieces but while it is fast it should be much better than what it is. Has anyone any idea what could be wrong with this?

I am seriously begging to think about RMA'ing the card back to MSI

Have you tried updating drivers - yes I have
Have you tried reinstalling windows - yes I have
Are you sure crossfire is on - yes it is
Have you updated the BIOS - Yes to latest

Yeah your PSU should easily be enough.

Have you tried monitoring the usage of both GPUs when running games/benchmarks? To check the crossfire is working correctly (even though they are on the same PCB).

Hey, I have a HD7990 too and I had a similar problem to you a while back and I realised that my 2nd GPU was not functioning. Perhaps this is the case for you? I used MSI afterburner to check that both my GPUs were running at with high usage.
Or maybe for Watch Dogs you're enabling MSAAx8 in-game because that completely obliterates my fps. Or maybe you have double vsync on?
I'm playing at 1440p resolution and I get 50-60 fps with on ultra textures (except Anti-Aliasing off and Graphics on high).
With Ultra, i get some annoying stuttering when driving (drops to 20fps for a milliisecond)

My Specs:
+ RAM : 2*4gb Corsair Vengeance 1600MHz
+ CPU : i5 4670k overclock to 4.6GHz
+ GPU : AMD HD 7990 Gigabyte 6GB
+ SSD : Samsung 250GB 840 Evo
+ Mobo: ASRock Z87-EXTREME4
+ PSU : Antec 850W

So, in summary use MSI afterburner to check gpu is functioning properly and check in-game settings just in case.
(Hopefully this helps, I know how frustrating it is to not get your money's worth)

Just tested Watch Dogs with Crossfire disabled, and have the same fps, so it seems Crossfire wasn't working for me the whole time either...
