understanding the new cpu's

can someone explain to me why the new laptops have something like this as a cpu Intel® Core™ i3-3217U processor with a letter U at the end. and when i go to look at intel for the cpu speed as some store dont say this. its a 1.8GHz. its like speeds of laptops are going slower than faster.

looking for advice to understand this and what to look for when going for a new laptop. thanks in advance
