I have FIOS internet service at about 25mbps
and I am interested in buying a computer or building one that would give me the fastest OS, CPU, RAM, GPU etc for internet access through a browser like Opera. I need to be able to load the webpage fast and respond on same very fast somewhat like bidding on Ebay. I would prefer not to spend over 600 bucks.
I was thinking of an i5 or i3 with 8gb ram and an inexpensive GPU if necessary. What do I need?
Should I stick with Intel or maybe a A8? Would like to use an SSD as my main drive.

Yup, you would be better off with this than spending a lot of money on a computer that has more power than you need.
a faster pc or more ram isn't going to make things any faster. you could use a phone or a tablet and get the same response. comes down to the internet latency and how long it takes to reach the site, get a response, and get that sent back, and that can vary depending on general internet traffic around the world.

Thank you for the responses. I can only assume that the connections to the site would be the same for me no matter what computer I use, so the only variable I can control is the speed of my computer, no? If so, what would I need?

You don't need anything high end for what you're going to be doing. Your best bet would be to get a good WiFi adapter. I would recommend a PCI card, as USB ones tend to have lesser range and can slow down your browsing speed if you're not super close to your router. Unless, of course, you're using Ethernet; in that case, the standard card built in to your computer should get the job done.

I use an ethernet cable for my desktop and would do so on my new computer. So does the speed of the CPU, GPU or using a SSD not improve the speed of webpage loads? What about using Linux instead of Win7?

So I might as well stick to my 5 year old Dell with an Athlon X2 4400+? and 4gb ram with a NVIDIA GeForce 9400 GT video card. No need to update? I makes no sense to me, but what do I know. :)
