Hello, I purchased a hypo 210 evo CPU cooler, and I noticed the massive fan on it sounds like it is always on full speed. I tried to cut the speed down in the BIOS but it barely made a noticable difference, much less theR RPMs stayed the same. It also makes this faint rattly sound that if you get close, it is clear. Is the fan just so big it is the airflow that is making so much sound, or is it non responsive with the motherboard header.
 
Solution
Unless you have a non-PWM fan, it shouldn't be at max speed all the time.

Try using another PWM fan on that CPU fan header of you have a spare fan, and Let your Hyper 212 Evo fan run at full speed on another 4 or 3 pin fan header on your motherboard (though make sure you keep a fan on the CPU heat sink).

If you don't have another fan, try and see if you can buy a cheap PWM replacement fan or maybe a nice one (if you wanted to use it) and see if it changes.

Solution
Make sure CPU fan is plugged into a 4 pin PWM header for CPU fan. Then set CPU fan control in BIOS to Smart / PWM mode. Then set the PWM value somewhere in the middle of the adjustment range if necessary. This should let it start out lower, around 900-1000 RPM and ramp uo to 1800-2000 RPM when hot. (* Should be max around 2000 RPM on that cooling fan)
