Dell Small Form Factor cannot be converted to full ATX casing?

So i just got my gtx 750 ti for Dell Optiplex 990 Small form factor core i5 2400.
Motherboard is dell d6h9t around 12inches by 8 inches.
BUT.
1-The card fits in the slots but the case could not be closed.
2-Power Supply is 240w Dell which could not changed.

I went to the shop and took pc with me.
The person said Dell Small form factor could not converted to atx case.
He said all mini boards and micro could be converted but not dell.
Q:What he said is true? If not should i go to another guy?

you may be in trouble here. from what I've seen there are no slots in the case for expansion cards........... you have slots but no cut outs in the back of the case.

you also needed to get a low profile card if it would have.

and then I look at the proprietary power supply and doubt the machine has enough power to run a card...???

you may want to rethink this set up.

well i did run the gpu by keeping side cover of casing open.
the card run for an hour and i played counter strike global offensive.
then i decided to get a bigger casing and PSU.

IS IT POSSIBLE TO CONVERT MY CURRENT PC TO A BIGGER CASING SO MY CARD FITS AND A BIGGER PSU?
WILL MY MOTHERBOARD FIT IN OTHER CASINGS?

Why try to convert something not suited to the task? You'll have nothing but problems.

why is not not suited to task?
in new casing everything will be fine. the card will fit and get recommended power supply i.e 400w

You're going to find that you cannot transplant that motherboard into a different case, that's how it's not suited to the task.

I actually did think about asking you to measure the back panel and suggesting a new case. but we're asking for more troubles. and you'll also need a new power supply.

too bad because some of those components are decent for what they are. I really hate proprietary builds. and I just read an article about this in a year or 2 year old magazine........maximum pc where dell said something about selling standardized parts............ I also read that they thought standardized parts were inferior to their own............... what dip*****!

well my motherboard is 12x8 inches and has couple of holes on each 4 sides

That does not mean that it will fit in just any old case. Dell, HP, Compaq, etc. like to use proprietary configurations that do not integrate into standard cases. But, it's your system, knock yourself out.
