Undervolting to run crossfire

Hello everyone, recently I purchased x2 r9 290x's to run in crossfire with a 1300w evga psu. The psu came DOA so I'm stuck with my 700w psu for now. I'm looking for a way to run crossfire and thought about under volting my CPU and both my GPU's for now. How would I go about doing this so that my computer draws less than 700w of power on start up? I've removed almost everything besides my h80i which I need to keep in. I have a 4670k and an ASUS Z87-A motherboard. What clocks/ voltages would I need to be running at in order to lower my voltage to below 700w? Thanks.

I wanted to not really for performance but to just make sure everything was working because the return time on my gfx cards and mobo is running out. I've heard some horror stories about crossfire and compatibility before so I just wanted to check that everything was ok.
just run 1 card now till your new psu comes in. seems silly to undervolt everything and turn down clocks and strip your system down to run a 2nd card when the performance will probably suffer more because of that and might run slower than running 1 card at it's fullest.
