ATI HD 5450 Boot Problem

Hey guys, first of all, please excuse my grammar, I'm not native English speaking.
Anyway, I have a really huge problem with my all new GPU which is a Sapphire Radeon HD 5450 1GB (GDDR3), in fact, I can't not boot properly at all, I'm stuck when I switch on my PC with a black screen, my CPU's led is blinking and my fan is on, I have seen that this is maybe a problem with my power supply but it is not, I have a 480 w Power supply and the power needed is 400 w, I have make my Pci-e boot first but nothing happened, I cleared my CMOS, same thing, I'm really desperate and I don't even know what I could do so if you can help me, that would be appreciate guys!!
Here is my System Summary, I tried to give you the more information that I could have, to make the thing easier

Cpu: Intel Pentium D925 3.00 Ghz (2cores)

Ram: 2Gb DDR2-SDRAM

Motherboard: Packard Bell BV RC415

Chipset: ATI RADEON Xpress 200 (RC410) + SB600

HDD: 250 Gb

Bios Version: Rio3V308

OS: Packard Bell BV ISTART F9127 AIOBusiness Build 9200

PSU: Advance ATX-5000s 480w (Bought today)

First of all, thread bumping is not allowed on Tom's Hardware. Second of all, make sure you installed your GPU into the PCI slot correctly. When you turn on your PC, do you see the Windows logo before the screen goes black or is the screen black throughout the whole time your PC boots?

It's installed correctly, no problems about that.
And when the GPU is plugged, I can't even see the Packard Bell logo and I have no beep, it can't boot

And I've just flashed my bios to Rio 3v311 and I'm gonna try all the steps I've already done with my old bios and say you the results
