Hello everyone, I need help. This PC is running a legitimate copy of Windows 7 Professional 64-bit. It was freshly reformatted 2 weeks ago because of a very similar issue with Internet Explorer.

The issue:
Microsoft Office (all programs), Wordpad, Notepad, and MS Paint (and possibly other related microsoft programs) will NOT launch and causes the computer to completely hang -- to the point you can not right click anywhere, you can not access task manager, and the computer is entirely unusable. I have let it sit like this for 2 hours and it does not fix. It just stalls out.
(Literally, you press ctrl+alt+del and it freezes for 10+ minutes and then tells you Task Manager is not Installed, Windows Explorer is not installed, lol) -- You can't even shut it down by holding the power button..it does not respond. Literally have to shut off the power supply to get it turned off.

Computer is completely fine in all other respects. It is just these programs...for now.
The computer was recently reformatted by myself because this issue was happening with Internet Explorer, and since Skype relies on Internet Explorer, and my gaming relies on Skype, it was a critical need to reformat after spending 48+ hours hardcore troubleshooting the issue to no effect.

The security programs in-use are:

Comodo Internet Security (AV and Firewall ONLY)
Advanced Systemcare 7 Pro
Ccleaner free version. (Default settings for quick clean)

Windows updates and all drivers are up to date. I use google chrome exclusively.

Quick specs:
AMD FX6100 six-core CPU overclocked from 3.3 to 4.3 ghz.
16gb DDR3 Ram @ 1600 mhz
XFX Radeon R7 260x 2gb GDDR5

I have been using this trio of security programs for many, many years, on multiple PC's. I've never had issue until this month. I use default settings, use Ccleaner as a daily light cleaner, advanced systemcare as a stateful/idle cleaner and "Big" cleaner once a week, and keep my AV/Firewall enabled at all times. I have used this trio on other computers that I've helped clean up and fix for family and friends, and they are all happy with it as well. I practice very safe internet browsing, use a custom hosts file to block access to known bad website, and use Comodo's custom DNS servers. I do not install or play third-party flash games, and use a very lite, strict program list of very well known programs.

The only difference I made in my security routine was updating Comodo to the very latest build and enabling their Auto-Sandbox and Auto-HIPS, to see what that was all about (Have never used these features before..Seemed like a great idea to be more protected and learn more about my security....but it has had a disastrous effect.

I believe this issue was caused when Auto-Sandbox (set to maximum) picked up some Microsoft files for me to review...it sandboxed them and then Advanced Systemcare's scheduled cleaning occured at some point after this event occured and before I had a chance to review these files and pass them through the sandbox.

I believe since Comodo had quarantined these files, advanced systemcare's cleaning somehow deleted or altered leftover files necessary for these effected programs to function. Thus this caused a weird issue where Microsoft Office was considered not installed, yet after un-sandboxing the files, the files were present on my PC and in my registry, but did not show up in my Installed Programs.

Now, I did make the mistake of not having a Windows created Restore point made. I had several made through Advanced Systemcare....Normally this is fine but apparently not here. Using the ASC Restore Point to 7 days before this event occured has yielded no results, and neither has any of the other restore points.

I can't find anything online similar to my specific issue. I'm at a loss personally. I consider myself above-average regarding IT but I am also humble and will state that I'm not an expert nor professional and some things truly are above my head. I appreciate any help you guys can offer and if my solution is to ....begrudgingly...reformat again and NOT enable auto-sandbox / auto-hips....I guess I will have to do that.

Run memtest86+ on your RAM. You might try setting it back to 1333 just for the test, and/or make sure your timings were right. For example, at DDR3-1333 speeds, it might run at 9-9-9-24-2T, but at DDR3-1600 it might require something like 10-10-10-28-2T (or similar, slightly higher) to be stable.

Attempted Solutions I've made:

Locating the Installation Folder of Microsoft Office, and deleting all files present. (note: Microsoft Office was no longer in my Installed Programs list, however the files were present on the drive.) -- no effect.

deleting %temp% and the microsoft office folder in %appdata% --- no effect.

Running a full scan, registry cleaner, Disk Checker, Disk Defragment and Registry Defragment -- all programs within Advanced Systemcare.

WinFix "found no problems!" ---- convenient...

I'm not exactly sure how to do that. Within the BIOS I assume --- Aside from the CPU Overclock I have not messed with anything else in there. On a hunch i have temporarily disabled the CPU OC and defaulted back to the 3.3ghz and the problem is still persisting with these specific problems.

I will try your suggestion if you can explain how to do it?
Thanks

It will be in the BIOS, under memory settings, or timings. For example, your RAM is probably listed somewhere as 9-9-9-28 (or whatever its timings actually are), likely followed by -1T or -2T for the Command Rate. If it is 1T, raise it to 2T. If it is already 2T, I doubt that's the issue.

I checked the BIOS and the Command Rate was indeed set to 1T as well as the clock speed of my 1600mhz ram set to 1333mhz for some odd reason. I set the command rate to 2T and set the clock back to 1600mhz.

Not a direct solution, however there have been some changes. The computer is noticeably faster and feels more responsive -- and while this did not fix the issue of the PC hanging when opening Paint, and Wordpad .....Calculator and Notepad are working now (!!) Very weird whatever is going on.

Now, when I tried to launch paint the computer did instantly hang. However after a short delay I was able to get into task manager -- something I was not previously able to do. In the processes pane, mspaint.exe was there. It was not visible in applications however.

Now, my PC was in a hang, MSpaint was not in applications, it was in processes. Right clicking and trying to end the process would register the click but not end the process. Neither would "end process tree". Eventually windows explorer crashed and came back (!) [it didnt come back before) , and when it came back, Mspaint.exe was no longer present in the processes tab(!) and my computer was seemingly responsive again ...It was fast, I could right click, go into task manager, do everything ....Even open programs! ...Except the programs were all crazy looking. Half the graphics would load and in Google Chrome's case, it would open but every website was a blank white page.

Restarting the PC and its normal again.

Well, looks like we're half way....lol

Okay i'll try that.

I did notice that in my system32 folder, mspaint.exe and wordpad.exe do still exist -- directly accessing causing the hangup. The more interesting part is that this implies file corruption, so cmd prompt .. /sfc scannow ...well, i did that and it hangs up my entire PC at 47%.

So i attempted to boot into safe mode...and I couldn't! It froze my PC trying to boot into safe mode. o_o
