So as the title states i plan to clan my CPU but i couldn't get 99% isopropyl alcohol. I managed to get 91% isopropyl so i'm just wondering if it i s good enough and if it won't ruin my CPU.
91% is fine for removing and prepping for thermal paste. I like to use a coffee filter to wipe the CPU and heat sinks with. It wont leave lint and sturdy enough to scrub with.
Hell, I have to make do with 70%, since I can't get higher, but I have to do a good job of wiping/drying for no streaks and whatnot. The rest of the % is just water, so it's not really dangerous, but you might lose .01C of cooling efficiency for it.

It won't affect cooling efficiency. You can easily tell if you've removed the old paste.
There are some good web sites on optimal paste application, and it VARIES slightly but in general the best method IMO is to use a pea-sized blob (4mm to 5mm in diameter) and don't spread it manually; let the cooler spread it for you as it tightens.
I have a Haswell CPU and did the STRIP method ( a line of paste) in the proper orientation for Haswell, then sat my Noctua cooler on top, then tightened the screws by alternating tightening between them.
