GPU Screen Tearing , High Temps [Radeon HD 5830]

Recently, Ive been hacking problems with my GPU. Often when I move windows around, small colored squares start to form either on the desktop or on the window ive moved itself.

Ive installed the latest drivers for it and deleted all the old ones using driver sweeper. Ive tried messing around with stuff in CCC but no luck. My 5830 often crashes when I play games as well. Often the Screen tears, or the textures go way out of sync and the game crashes or my entire computer freezes. See below :

When idle my GPU idles around 60C, when Im playing games it usually hangs out at about 70C. I dont think thats too hot, but it might be.

Ive really ran out of ideas of what to do, Im really just considering buying a new video card at this point.

My Specs are:

Phenom II X6 1055T
12GB G'skill Ripjaws
Gigabyte Radeon HD 5830
Gigabyte 970A-DS3P Motherboard

 
Solution
have you used compressed air to blow out the heatsink? the card should idle under 40°c. This makes me think the GPU heatsink is clogged with dust.

Just tried this. It helped quit a bit with the temperatures, but Im still getting issues with the little squares everywhere.
