Best settings for watch dogs and my pc?

I have a gtx 770 and a fx 6300 (upgrading to i7 when it gets delivered) and 8 gbs of 1600 ram. What settings would be cpu intensive? I could just slim those down and rev up the gpu intensive aspects. What could give me some greatly needed fps? AND I get terrible stuttering and screen tearing even with vsync on, any ideas how to fix that? Thank you.

Since it's a large open world it will be both.
CPU so it can generate the whole world
GPU textures and filtering etc.

So some good settings to set would most probably be Ultra with your setup (and it's NVIDIA).
Anti-aliasing set to about 2x MSAA
VSYNC leave off since it will keep generating objects in the open world and will dramatically change your FPS at most points so you will get a steady FPS with Vsync turned off.

If it still lags out a lot try:
Motion Blur on about High/Medium
Depth of Field - Medium/High
Shader - Medium/High
Shadows & Reflections - Medium/High

These are pretty intensive options time being.
