PC no longer boots

Going to follow the format i found.

Step two: The Opening

PC no longer boots... as the title suggests. When I hit the power on button the cpu power light blinks. USB devices still show power and blink when power on is pressed. Nothing else happens... no fans, nothing.

Step three: History

Worked a few days ago. Thought it idled, but it did not turn back on. No new hardware or software in the past year.

Frankenstien home brew:

CPU: phenom x6 2.8

Motherboard (model number): gigabyte ga-870a-ud3

RAM (Model number, speed, timings, voltage):
2 x super talent ddr3-1333 4g/256x8
2 x PNY same specs

CPU cooler (stock or not, model if applicable):
Küler h20 620 antec

Video Card (model number)
Evga gtx 650ti

Power Supply (model number, or company and wattage at least):
Thermaltake 600w
(Replaced coursair 600w)

Hard drive(s):
Seagate baracuda 2tera

Operating System:
Win 8 pro

Case (for cooling issues):
Some old ass generic case

Step six:
1. Replaced PSU (i did a test on my coursair and it didnt power... did the clip in the 15-16 pin. Didnt work. Thinking I messed that up.)
2. Unistalled and reinstalled all components.
3.tested each ram stick individually in different slots.
4. Assured all wires were not chewed, burned and connected to the right slot.

All resulted in the same outcome. Wanted to make sure there wasnt anything else i could try before buying a new cpu or mobo. All parts worked just fine for over a year.

take the gpu out and the ram..see if the system cpu fan comes on. if not check to see if something like the case fan or a usb device has failed and is shorting out the mb. take the mb out of the case and try to post it outside of the case with the gpu and one ram stick.

OK... so it looks like it was one of two things. Either A: it was the psu... or B: i dont know the difference between I and O on the power switch. I'm going to go with A because on this new psu the switch is opposite the way it was on my older corsair. I did do some ram stick shuffling and I did power it on disabling my usb power... but when I reconnected it everything still powered on...

Edit:

Now only some usb slots seem to power. GPU isnt communicating with the monitor. Power to the fan checks out. Going to try a few things and come back.

Swapped PCIE ports the gpu was in, nothing. It doesnt seem like the HDD is turning... or are the HDD indicator lights blinking. There arent any indicators that the bios or start up is going. Everything has power though... as far as I can check. Reset CMOS too with no change.
