Can a motherboard fry a CPU or PSU? Or is my PSU bad?

CPU: AMD fx6300
Motherboard: m5a97 r2.0
PSU: CX500M Corsair 500W

First my system turned on for a split second with no activity at all (with everything plugged in, GPU, RAM, SSD, etc).

Then I cleared CMOS and may have fried mobo from bad advice of testing on top of anti-static bag. Now with only CPU and mobo plugged in, system turns on for a second and there is fan activity for a second.

If I get my hands on another CPU or use my friend's PSU, is it possible for my mobo to fry other components?

My first build. Any help is greatly appreciated!
 
power supply and mb have dead short protection. you may have shorted the mb to the mb tray or the back of the cpu cooler if it has a metal plate may be shorting out the cpu. also look that the 4/8 pin power plug is connected. also unplug the fans from the mb some times they go bad and can short out the mb.
