It's ok, but I think you can do better. I no longer recommend any FX cpu because they are getting old quickly and are already basically outdated.

What is you budget?

No you cannot overclock it, but you don't need to. It's already stronger than any overclocked AMD.

XFX Radeon R9 290 4GB Double Dissipation say it needs a 750w power supply at least will the 650w do the job right?

Yes 650w is enough. I don't know if you have any room in your budget but the Sapphire Tri-X 290 is the best 290 on the market IMO and costs about $50 more. Performance will be similar, but the Tri-X will run cooler and quieter.
