It's ok, but I think you can do better. I no longer recommend any FX cpu because they are getting old quickly and are already basically outdated.

What is you budget?

Yes 650w is enough. I don't know if you have any room in your budget but the Sapphire Tri-X 290 is the best 290 on the market IMO and costs about $50 more. Performance will be similar, but the Tri-X will run cooler and quieter.
