I don't know what optimizations have been made since January 2014, but read this page as there WERE a lot of issues such as:

I won't bother trying to GUESS your performance as you'd really need a comment from someone with a similar system who plays this game.

If your performance is low there's not much you can do aside from
a) using FRAPS and tweaking the quality settings.
b) other tweaks such as the INI ones mentioned however they may no longer apply so if you do that, try them one at a time and SAVE any configuration files you modify so you can easily reverse changes.

Google online for any NEWER tips/tweak guides.
c) AMD driver updates
d) CPU/Graphics overclock (if possible)

(Find a roughly REPEATABLE area so you can change settings and see if they benefit. Preferably a single-player tutorial or something where you can stand there and turn around slowly to record max/min FPS but I've never played this game.)

The Planetside 2 devs recently released a performance update that increases game-wide performance, but I do not know if it was before or after the article mentioned in photonboy's article. I play Planetside 2 with an FX-4100 at 4Ghz with a GTX 750 Ti SC with a small overclock and it runs fine. For you I would recommend Intel and Nvidia just because the game is much more optimized for those brands. Something like an i5-4670K (good for overclocking too) and maybe a cheap GTX 760. You will be able to easily run Ultra with 50+ FPS.
