First - have the right hardware - a good cpu coler eg coolermaster hyper 212 evo - and a good mobo.

The one you've got doesn't have a heatsinked vrm and only has 4+2 power phases so won't give you good voltage control for overclcoking.
You should get a 990fx chipset mobo such as the ASRock 990fx Extreme 4 or Asus Sabertooth 990fx.

try this . You should be getting around 4.8Ghz
voltage to 1.464V,
multiplier - 23.0,
bus speed - 210 MHz

If it doesnt work , upgrade your motherboard .

Try using AMD's software to run the OC
AMD feature manager lets you OC with just a few clicks of your mouse . It ramps up the multiplier and checks temperatures for you so you always get a safe OC .
But Im not hopeful you will OC much on that mb . The lack of heatsinks on the VRM's will limit you a lot

If you don't want to replace your motherboard here some heatsink for your vrm

For the cooler I recommend the hyper 212 for $30 got my 8350 to 4.5ghz with this cooler.
