Strange problem with custom build

I recently built a computer and it has been running fine for about 3 months. I decided to install a new video card and after doing so the computer would boot up and get to the BIOS screen and continuously reboot itself. (Boot loop) I replace the power supply thinking maybe I had just overloaded it and fried the power supply. That didn't work. I have gone on to replace the hard drive and the motherboard. It will let me do a fresh install of windows get through the installation to the point where it says preparing desktop and then restart and start doing the same thing again. Every component in the computer is new other than the Processor and the RAM. I have no idea what to do next. I could really use some ideas and help.

I had a problem similar to this happen to me with my laptop. It was because the hard drive was shot. When I got it repaired the RAM turned out to be shot as well. I think this is a HDD/SSD issue. Just a question, do you have an SSD and if so is your OS installed on the SSD or the HDD. Depending on which one the OS is installed on I would try switching the SSD/HDD out with another one and see if the computer boots. It also wouldn't hurt to try to do the same thing with the RAM. If your having trouble getting your hands on the extra parts, try looking at a retailer like Amazon or Newegg and seeing what the return policy is and then buying the piece so that you can test and then return it.
