XFX 290x reference cooling help

Hello, I recently picked up a second hand 290x because I was interested in finding a reasonably priced single card solution for 4k gaming down the road... Sounds good - but so far I've been pretty unhappy with this card. For starters I didn't even know there was such a thing as DVI-D but everything I use is already on a VGA>DVI-I adapter, and using an HDMI chord seems to do weird things to my monitor - so it looks like I'll have to pick up a few VGA>DVI-D adapters. But that's not the worst of it. I assumed people were exaggerating how loud/hot this card is.

I feel like a landscaping crew is outside when the fan kicks it up, and the card creates enough heat that even a few scenes into a heaven benchmark the side of my CASE was hot to the touch... I'm not sure how powertune works or how to activate it... I don't see any download links on the AMD website...

I NEED a better cooling solution... one that is reasonably priced would be preferred... I've never messed with water cooling, but if it's worth it on this card I dont mind it(budget permitting)

What are some viable options for the heat + noise situation? I don't need the card to be -20C or anything... 60-70c is perfectly acceptable to me... but the wind tunnel in here is killing me... ironically I have the wind tunnel version of the 280x and it's 9873987239487234x quieter. Maybe we should rename the stock cooling of a 290x the wind tunnel ;)

thank you in advance for any help...I got the card for 340$... should I just turn around and sell it and just wait until the next gen cards come out? I don't plan on aiming for a 4k monitor for atleast 4-5 months...
