PCPartPicker part list / Price breakdown by merchant / Benchmarks

Video Card: XFX Radeon R9 270X 2GB Double Dissipation Video Card ($179.99 @ Newegg)
Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply ($26.99 @ Newegg)
Total: $206.98
(Prices include shipping, taxes, and discounts when available.)

You will be bottlenecked by your CPU a bit, but you can always upgrade at a later date.

-1, terrible solution, weak GPU paired with an absolutely massive overkill of a PSU, not to mention poor quality.

Bottlenecking is when the rest of the system can deliver much more power, but is held back by one component. The term comes from pouring liquid out of a bottle - the narrower the neck, the slower the flow rate you can reach

Some of your games won't perform at the GPUs highest possible framerate due to your CPU being at max usage, but as I said you can always buy an i5 in the future, the 3570K, for example is a beast chip when overclocked.
