Order parts all at once or piecemeal

I see parts on sale at Newegg or Tiger everyday that are some really good prices. Has anyone bought components when on sale, then put the computer together when you've gotten everything? or does that not make any sense to save money?

For instance, buy the PSU when it's cheap, then the next week you might see the case on sale, the following week the GPU, etc?

If you use PartPicker you will usually find you should buy from several shops. I did when I built my current pc. I had to get different bits from different shops at different times. If something was on special, then I ordered it then and there.

If you have the patience to wait for a while and see if parts go on sale then yeah it will benefit you on the plus side but if you need the need the computer, parts are bound to go cheaper thereon after so either way you won't lose out.
Since i'm in the UK i'd be using sites that do not ship to the countries from those sites you listed.
