cpu temperature too high

my cpu temp on 3.6% load is core no 0 is 55 c and core no 2 is 62 c .what would be the problem .how to prevent this.if i run any heavy application it causes processor thermal trip.(all temp given are average taken by hw monitor)
 
Solution
It could be - cpu cooler dirty, cpu cooler not good enough, cpu cooler needs re-seating with new thermal paste, cpu is overclocked with Vcore too high, mobo voltage not controlling cpu voltage, power supply voltages wrong, cpu fan rpm too low.

Post your full and detailed build - every component make and model plus OS - per forum guideline.

Download and run HWInfo - Sensors then post the results - usually 3 screenshots in TinyPic or similar.

recently i cleaned everything in the cpu including processor .i think that might be causing the problem? please first tell me are the temp normal?
i recently changed from 32bit to 64 bit win7
