Anandtech's bench shows 7750 to be 3-5 fps better than r7 250 in most cases. I also think the r7 250 is a rename for the 7750 but with small difference.
Go for the cheapest one.

The card consumes 75W max. Use wattage calculator to see if 300W is enough (http://www.coolermaster.outervision.com/). Remember though that the overall power the psu can deliver is lower than 300W since some power is converted into heat
Also please write properly using spaces instead of dots

Well if it's significantly cheaper for you, go for the 250. It should be fine for entry level gaming.

Yes both have mantle, however you might actually see worse performance with mantle than you would have with normal DirectX.
