ping jumps higher then 900 when people are browsing the web

when ever i play a game my ping would be around 40-60 but when some else in the house starts browsing the web or watching youtube my ping in bf4 will go up to 999 and in teamspeak ive seen it go past 2000. should i call my isp my internet speed is 1.5-3 Mb/s

Your internet speed isn't enough to cover what everyone else is doing in the house. With that ping it doesn't sound like you are using wireless but that would be another worry.

If your routers supports QUality of service, you can give INternet and video services a lower priority to reduce high pings.

Do routers have capabilities to let me choose which traffic to use for Qos or does it automatically do it for me?

You do it by port or communication protocol, for example, port 80 is HTTP traffic aka web browsing.
