I'm looking to buy my girlfriend a new laptop for getting accepted into college and she draws a ton so I want something touchscreen that she can draw on as well as something that is great for taking notes in class. She has a pretty small bag so small would be amazing as well.

Touch screens are meant more for fingers rather than precision drawing. Consider buying a Microsoft Surface Pro 2 256GB or 512GB as a full laptop replacement.

Your other option is to buy a laptop and USB attachable drawing pad like a WACOM or Bamboo tablet to draw on.
