I'm trying to assemble a new gaming PC. I finished last night but it failed to turn on. The motherboard standby power light was on, however.

This morning when I turned it on, the motherboard light was blinking, which I took to indicate a short. I removed the motherboard from the case and removed all the parts from the motherboard except for the CPU and cooler. I disconnected all power except for the 24 pin motherboard power. Despite this, the motherboard standby power light is still blinking. I tried this with two different power supplies. Does this indicate a permanently broken motherboard?

This happened a like 3 years ago when I was a noob at PC building and I built a PC for my dad, we had to take it to a shop to repair it. So you are pretty much screwed :(

Did you try breadboarding? (Such as in this post http://www.tomshardware.com/forum/262730-31-breadboarding)
Basically you put the parts together outside the case on a non-conductive surface to see what is happening. Might not make a difference, but might be worth a shot. If stuff is broken then you can just RMA, or even return it depending on store policies
