Is my psu fine for my new build?

asrock z77 pro 4 mobo (old mobo, should I upgrade?)

enough to run this?

Rosewill HIVE isn't the greatest PSU, the overall unit wattage as amps on the 12v rails compared to other brands or even Rosewill's higher tier 650W units, would put the 650W HIVE as more of a 550W unit in comparison.

Still, even as a 550W unit at heart, it should still be enough for a single R9 290X. Most reviews around for the R9 290X put the full system power consumption just under 400W. Example:

Manufacturers recommending 750W just seems like they are trying to sell more PSU's or cover themselves if someone has a cheap PSU that can't output anywhere near enough sufficient power.

If your PSU isn't that old, it should be fine.
Can you link to sapphire recommending 750W for a single card? A 290X has a TDP of 290W for the single card, the rest of the system will be sucking down ~200W at peak so you are a bit closer for a 550W unit, but a 650W should do fine. The rosewill Hive 650W isn't a great PSU, but its decent, though it has a short warranty and less than ideal caps so if it won't age super well, but even if bought when first released it can't have aged too poorly yet. If you already have it, i'd stick with it.
