Slow Streaming but fast Internet speeds

First off, I'm not sure if this is the correct section to be posted in. If not could an admin please move it to the right section?

Recently I have been having problems with streaming videos/movies. I get 10ms ping and 6.1mbps download speeds (I know it seems slow, but I've never had problems streaming until recently). I was thinking maybe it's on the other end, but Youtube, Megavideo, Hulu, etc are all the same. In short I'm using/have done the following:

Using the latest version of Chrome. Have tried FireFox with same results.
Cleared all my history/cookies/temporary files
Restarted both the modem and router.
Ran speedtest 4 times all with the same or similar results.
Runs slow on all devices including phones and iPads.

Notes:
Connected through wifi and an ethernet cable computer also
No other users on the connection
No other programs open or using internet
Have talked to my ISP and they are pretty much clueless as to how to fix my problem.

Still have not found a solution trying all that I can think of.

Any help is greatly appreciated.

You never say who your provider is but I am going to guess it may be related to a "peering dispute" that suddenly cropped up after the courts struck down the FCC's ability to force net neutrality rules.

You can call them and ask, but they will deny it. Regardless, if you can speed test at 30mbps on something like speedtest.net yet Netflix test at 1 or 2mbps then it is being "managed".

Best way to check is to use a VPN service.
