Still not working for me, but I'll just post the reasoning behind my original build:

CPU: The Xeon E3-1230V3 is practically an i7-4770, but it's marketed as a 'server processor'. There are a few differences:

1. The Xeon supports ECC memory (this is a plus, albeit an unnecessary one).
2. It has no integrated graphics (doesn't matter since you're going to be using a dedicated GPU).
3. It has a 0.1GHz slower clock speed (~3% difference in performance).
4. It's about $50 cheaper.

RAM: Cheapest 2x4GB 1600MHz 9-9-9-24 latency kit I could find.

Motherboard: No reasoning, go for the H97 board in Joseph DeGarmo's build.

GPU: As powerful as the GTX 770 but a bit cheaper. Also has 3GB of VRAM which is apparently useful with Watch Dogs (horrible optimization).

PSU: Made by Seasonic (one of the best PSU manufacturers out there), modular, and fairly cheap.
