if my ram is bottlenecking my GPU why isnt the ram working at 100%

GPU: GeForce GTX 750 Ti
CPU: AMD FX-6300 ( six core 3.5 GHz )
Memory 4gb
OS windows 7
motherboard GA-970A-DS3P

Solution
It's not a bottleneck. That is not the right term.
The recommendation for modern games to to have 8GB ram minimum.
Your pc build does not "bottleneck" at all.
It was just a suggestion that you want to add another ram module to make it 8GB.
A GTX 750Ti is a low end gpu so don't expect amazing performance in modern games.
