GPU buzzing under load new bought gtx760 on Ultra High setting Watch_dogs ?

FX 8350 4.0 GHZ
GTX 760 ASUS DC2 OC (Its settings are at default now)
CORSAIR 2X4GB 1600MHZ CL9
GIG 970A-UD3P
650W PSU

As the title says, I hasn't past one week since I have bought my system. My psu also started to whistle, It is rarely though. I have noticed this buzzing sound from my gpu after I get myself a new liquid cooler because I've been using amd stock fan cooler. My case panels are opened now at it's night in here so there is not any outdoor or indoor sounds.

When I eneable VSync per 1 frame fps sets 30 as always, and the sound gets quiter per 2 frame is the most quite mod but still I can hear it and it worries me. It also sets 20.

I dont know if this is a normal situation, but it really worries me. Everything was fine for me until everything got silent, never had any BSOD or other errors

Question: when it is buzzing, have you ever gentally touched the fan casing on the gpu, called the fan shroud? If it stops, like mine does, it may be the fan shroud is loose and needs some gaps filled with some non-conductive foam insulation as was suggested to me. I haven't tried that fix yet as I have had other life issues to deal with (ex: put my foot through the ceiling of mt home while up in the attic looking through boxes while trying to find said foam that came with the gpu). Thanks, I did RMA and got r9 x280, added some money though :)  , It has some too, but not that much, while in games with speakers, it's very hard to notice so I think that I can deal with it.

It has nothing to with fans, even though I set them at %100, no buzzing in idle mod.
Setting VSync didn't work either. It's still buzzing no matter what fps is.
When it's underload, I put my hand on it and I can feel its vibrating, so pushing from top or bottom doesn't do anything.
Some say it can go away with lots of stress tests with long stress or within the weeks.

I couldn't check it with a different psu though.

Does changing the PSU solve this problem ? It has same noise too but not as much as GPU I can only hear it from when I get close to it but still my GPU buzzes and unfortunately it is easy to notice. My graphic card requires min 750w Psu but I have got 650w 12v 624w 52amp, There is not any bsod or power loss though.

From what I have heard from others, the recommended power supply is akmost never reached by most gpus. I don't know much though, just built my first pc myself and am still working out bumps and kinks.
