Please Help-Can't install Windows on new build

I have just built this computer http://pcpartpicker.com/p/NJwL4D
I turned it on and configured BIOS to boot from CD/DVD drive, and inserted my Windows 8.1 OEM DVD. However when I boot up the computer it says please choose a different place to boot from or insert and then reboot. I've tried IDE and AHCI mode, I've tried UEFI and UEFI-Legacy, in UEFI it just goes to the start screen. What am I doing wrong?

Do you see your Optical Drive when pressing F11 during POST?

Yes it lists the optical drive as one of the choices to book from. I've tried booting from that drive directly and drive UEFI DVD Drive but neither works. Also booting from USB yields same results.

Don't suppose 'Restore Defaults' in BIOS does any good? The BIOS advice in your Manual is a bit scant, there is usually a bit more info on the Boot Menu. What I find puzzling is that both optical drive and USB fail to boot....
