Can't Boot after replacing my SSD and RAM

Hello, I have replaced my HDD with a new Samsung SSD and my 4gb RAM with 8gb Crucial RAM. My SSD is completely empty so I put the windows 7 CD choose the right option from BIOS but nothing. Its saying "Reboot ans Select proper Boot device or Insert Boot Media in selected Boot device and press a key". I tried to boot from a usb but the same. I also converted my old HDD into an external and tried to boot from there, nothing. Whats the problem??

if you cant to the above use rufus to burn windows 7 onto a usb and press thebot to selected key (probably f12) and choose boot from removable media, install windows that way then do a reset on your bios or just change the boot order, unplug the USB and you are ready to go :)

I did that, my laptop boot from usb but at a point(after 20-30 secs) is restarting. If I leave it its own it will restarting all day. WTF is going on???
