I was wondering which would be faster, and if i could power these.
With the 2x, I would put my OS and downloads on one and then I would put my games on the other one.

And with the single 250gb, I would just put everything on it. Which set-up would be faster with my build?

Build:
i-7 4770k 3.5ghz

MSI g45 Gaming Motherboard

2x EVGA Superclocked gtx 700 http://www.tigerdirect.com/applications/searchtools/item-details.asp?EdpNo=8380142&SRCCODE=LINKSHARE&cm_mmc_o=-ddCjC1bELltzywCjC-d2CjCdwwp&utm_source=Linkshare&utm_medium=Affiliate&utm_campaign=8BacdVP0GFs&AffiliateID=8BacdVP0GFs-FOHe48PYN9TE.AA1Ox08zA

2x 8gb Corsair Vengeance Pro 1886 DDR3 Ram

2TB Seagate Barracuda

All on a 850 Watt PC Power $ Cooling Silencer MKII.

Will i have enough power for 2 SSDs? Even 1? If so which is faster? Thanks.

Solution
First, you have plenty of power.
Second, the single drive will likely be a little faster, especially since the smaller 840 EVO was dinged for poor write performance by HardOCP when they reviewed it. The differences would probably be less with the 850 EVO, but I'd still get the larger drive. You can always add a big mechanical drive for data if you need it.
