You will need 4GB USB key, and working Windows with .ISO downloaded (or created from real DVD).

If my PC is empty, no OS on HDD, just BIOS, can i install windows 7? and if i can, how?

you create one of the afore mentioned usb or external hdd setup disc, then make sure you have that device in your bios boot order somewhere, restart and you'll be prompted to press a key to boot from it and setup will start.
