GPU utilisation fluctuating weirdly on R9 290, causing fps to vary widely

So am getting weird extreme fluctuations in most games (far cry3, watch dogs, BF4, mine craft,...) which are causing fps fluctuations rendering games non-plyable (very noticeable fps drops)

I am getting avg fps 59 , min 23, max 85 in BF4 on a 1366x768 resolution (stays almost the same when I change resolution or put everything on low)

however everything is normal when I do benchmarks (also results are normal, fps is normal and almost constant)

I did a fresh win7 install on a new partition, installed latest drivers, Mb drivers.

PC specs:
i7 860 @ 2.8
sapphire R9 290 trix oc
1 TB 7200 rpm HDD (6 yrs old)
Intel DP55WG MB
8 GB 1333 DDR 3 Ram
750 W thermaltek toughpower

P.S. I didn't have these GPU fluctuations before upgrading from gtx 470

It's going to be extremely difficult for an r9 290 to be utilized at 1366x768. These cards are build for super HD.

Turn your power limit setting to max (95) and save then see if it does the same thing

U mean the res is the cause of these fps drops ?!!

You are very CPU bound at that resolution with the R9 290, so your FPS will fly up and down as the game engine works your CPU.

but i've tried using windowed mode and upping res to 1080...still same fps results

These 290s are meant for beyond 1080p. Try 1440p with 8x super sample AA with max detail settings and then measure usage.

Your FPS will still be limited by your CPU and how well it runs the game engine itself.

These 290s are meant for beyond 1080p. Try 1440p with 8x super sample AA with max detail settings and then measure usage.

Your FPS will still be limited by your CPU and how well it runs the game engine itself.
