gonna do quite a bit of coding on Visual Studio 2013, Lazarus, Python, Java, LMC, and Visual Basic. will an i7's hyperthreading help with this or should I stick with an i5.

I gave you my answer, not my fault you don't want to listen to sound advice. Price/performance wise, the chip is top notch. $70 cheaper than an i7 4770 and only about $30 more than an i5 4670.
Hyperthreading allows a single core to handle 2 threads at once. So your 4 core i7/Xeon, can handle 8 threads, which means it multitasks better. If the software you are using is an application that is well multithreaded, the i7/Xeon is better.
I would meet in the middle and go with a Xeon 1230v3, if you have a dedicated GPU. Not much more than an i5, and less than an i7 4770, with similar performance.

Video encoding software, Photoshop, Excel 2007 and newer, and various cad programs like Solidworks to name a few. Any program that can use more than 4 cores/threads will take advantage of hyperthreading.
