Transfer Sims 3 with updates and expansions to different computer?

So there is very limited internet where I live (20gb data cap each month) and I need to reinstall sims 3 on a new computer. Even though I have the discs, they are old and there is going to be an obscene amount of updates to install. I was thinking of bringing my laptop to a store with wifi or something to download all the updates, and then move the updates game from my laptop to the desktop at home. Is anything like this possible?

Not necessarily true, I downloaded Civilization 5 on my laptop whilst at uni where the internet is significantly faster (100mb/s download speed in the computer labs). Then the next time I went home I transferred the files over to my desktop (Copied it from the steamapps/common folder on my laptop to same folder on my desktop) and steam had no issue with it. When I clicked install it found the files straight away and I could play.
