Lag on PC above 30 FPS?

I started having this problem a couple days ago. I don't know if it has anything to do with it but it was after I updated my graphic card's driver. And I have this frequently lag during game with more than 30 fps, even with simplest game like Goat Simulator. Does anyone knows how to fix this?

so before you updated your gpu driver, the fps was higher right? if it is then you might have to reinstall previous driver

I think the driver screwed up, because its not just about the fps but it doesnt matter if I set ultra or low, Battlefield 3 gets the same fps rate doesnt matter if I set ultra or medium, it stays in 35 or so and I get this anoying
